A survey of Estonian vapers commissioned by the Tholos Foundation and conducted by Ipsos (n=300 adult vapers, April 2022) examines behavior after Estonia’s flavor ban took effect.

Key findings:

  • Estonia banned most flavors in 2020
  • ~58% still use banned flavors
  • These are sourced via:
    • illicit markets
    • or DIY mixing (~42%)
  • ~60% rely on workaround or illegal channels
  • ~10% support the existing ban
  • 86% support alternatives (education, enforcement)

Estonia is a real-world outcome of the failures of banning flavors: prohibition hasn’t removed flavors—it has removed oversight.
